### 4. Lessons Learned

- **Psychological Safety Predicts Engagement:** If users feel their weaknesses are monitored by management for punitive purposes, adoption drops to zero. Keeping data private until the user officially applies for a position was a complete game-changer.
- **Context Wins Over Volume:** Employees managing intense operational routines don't want endless content catalogs. They engage when the design delivers exactly the micro-learning tailored to their end goal.

### 5. Results (3-Month Pilot)

The project was validated in a real-world environment through a controlled pilot group of 30 customer support agents, ensuring the test did not disrupt daily company operations.

- **Activation and Engagement:** 7 employees maintained peak consistency and completed all training blocks in 5 days, effectively forming the company's first verified internal talent pool.
- **High Adoption Rate:** 20 out of 30 employees voluntarily started the communication track in the first week.

## Case Study: Conecta-TCU — Agility and Transparency in Public Administration

> Public case study, published in UX Collective Brazil. Details the modernization of official communication between the Federal Court of Accounts (TCU) and Brazilian public administration.

### 1. The Context

The Federal Court of Accounts (TCU) audits public spending and issues judgments (acórdãos) with determinations for government bodies. In 2018, Brazil had over 80 million active proceedings, and official communication relied on paper and postal mail.

- **Pain:** Slow, bureaucratic official communication with no transparency for bodies to check the status of determinations.
- **Goal:** Reduce paper and postal costs and gain agility in case processing.
- **My Role:** Initial Product Designer — introducing UX culture in a government setting. UX/UI leadership later taken over by Estéfano Pietragalla.

### 2. The Process

The work ran in agile sprints within the TCU, with an initial immersion week involving auditors, staff, and Product Owners. As UX culture was still nascent at the agency, the process included alignment workshops and facilitation before prototyping, translating legal jargon into clear journeys and winning internal allies.

- **Participants:** Auditors, staff, and Product Owners of the TCU.
- **Tools:** Figma, Miro, Google Forms, Design Sprint.
- **Artifacts:** Journey maps per profile, platform prototype, profile-based flows.

- **Facilitation Before Execution:** Success depends on building bridges between areas, translating legal jargon into clear journeys, and winning internal allies before proposing product solutions.

The Conecta-TCU platform centralized digital communication between the TCU and public administration, replacing the physical dispatch of judgments with profile-based digital flows.

- **Resource Savings:** Drastic reduction in paper and postal costs, previously in the millions of reais.
- **Agility and Accuracy:** Faster case processing and greater accuracy in communication between the TCU and the audited bodies.
